This full-time position supports the Department of Defense (DoD) Chief Information Officer (CIO), Command, Control, Communications and Computers (C4) Information Infrastructure

The Senior Program Analyst will be responsible for providing technical expertise and analysis support for current military and future force network management portfolio policies, architectures, systems, and related cyber initiatives necessary for Joint Concepts and Operations in the air, ground, and maritime domains.

The Senior Program Analyst will support the development of policies needed to support the Joint Information Environment (JIE) and the DoD Information Enterprise Architecture. They will support the assessment of Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel and Facilities and Policy (DOTMLPF-P) change recommendations for materiel and nonmaterial solutions to support the following DOD processes: requirements determination, acquisition, and resource allocation as it pertains to network management and associated DoD CIO initiatives. This role will provide technical and analytical support for the coordination and participation in leveraging network management policies and systems in joint concepts and integrated architectures to identify prioritized capability gaps and integrated DOTMLPF-P solutions to resolve validated warfighting capability gaps.

The Senior Program Analyst must have the ability to support DoD Communications and Information Technology policy initiatives by leveraging knowledge of the Joint Capability Integration and Development System (JCIDS) process, and other related formal decision and staffing processes within the DoD. They will support DoD CIO partnered efforts (e.g. Department of Homeland Security) such as, but not limited to Defense Support to Civilian Authorities, FirstNet, and (Enterprise) Land Mobile Radio initiatives in the air, ground and maritime domains, as well as participate in the DoD CIO Public Safety Communications Working Group. They will support and participate in such governing and/or capability boards as the C4/Cyber Functional Capabilities Board Working Group, C4/Cyber Functional Capabilities Board, Cyber Capabilities Working Group and Military Command, Control, Communications, and Computers (C4) Executive Board (MC4EB), as well as Service specific boards and/or working groups.

The Senior Program Analyst will also support coordination for conferences and the development of briefings and briefing materials for use by senior leadership within the DoD CIO, as it pertains to DoD CIO initiatives related to integrating the Enterprise to tactical environment (to include support to deployed forces). Candidates must have the ability to draft information papers and DoD Policies that support DoD CIO strategic initiatives and/or guidance.

Position Requirements:

  • Bachelor of Science – Engineering
  • DoD Top Secret/SCI Clearance
  • Experience supporting DoD CIO/Joint Staff/Service Headquarters and Combatant Command.
  • Experience supporting the Joint Capability Integration and Development System (JCIDS), Planning, Programming, Budgeting & Execution (PPBE), and Defense Acquisition System.
  • Tactical Environment Experience
  • Experience with DoD staffing systems and mechanisms to include Correspondence and Task Management System (CATMS); Washington Headquarters Services (WHS) Portal, Joint Staff Action Package (JSAP), and Knowledge Management/Decision Support (KM/DS) staffing tools.
  • Senior Military Communications or Signal Corps Experience (Preferred)
  • Proficiency with Microsoft Suite
  • Effective at working independently and collaboratively
