  • ATSI provides program management, financial management, and technical support services to DoD Program Officers who execute S&T programs, to include technology transition and technology transfer programs and initiatives.
  • ATSI supports collection of information on candidate S&T program technologies (including technical capabilities and costs).
  • ATSI performs due diligence to assess identified technologies for maturity and transition risk.
  • ATSI develops business cases for proposed transitions, both cost and capability-based.
  • ATSI provides financial management and budgetary support for technology transition opportunities and potential acquisition programs.
  • ATSI coordinates with technology developers, Subject Matter Experts, Acquisition Program Managers, and Requirements and Resource Sponsors.
  • ATSI develops presentations to senior DoD leadership and supports drafting of Memoranda of Agreement and other documentation to support successful S&T programs.

  • Provide a structured commercialization, transition, and professional business assistance program to SBIR/STTR small businesses with the objective of securing a technology transition. The structured program consists of the development of marketing materials, business consulting services, and market research relevant to the participating small business’ technology and transition target market.
  • Provide support through one-on-one business mentoring, market research on transition targets and competitors, and development of marketing materials to deliver relevant and actionable transition objectives to attain a transition.
  • Provide business consulting services; in-depth small business marketing, programmatic and business discussions concerning their technology, addressing topics such as, how and where to market, how and where to sell, the technology, and what is required to achieve a transition.
  • Provide mentoring and training on SBIR / STTR policies and instructions.
  • Provide mentoring and coaching on the dynamics of government/prime contractor relationships.
  • Provide mentoring and instruction on the government acquisition environment and policies.
  • Provide a showcase for SBIR/STTR technologies in the Virtual Transition Marketplace (VTM) and at one Navy FST event exhibit and presentation space.

  • ATSI supports the DoD’s Privacy and Civil Liberties programs by assisting with policy development, program monitoring, official reporting, and training.
  • ATSI assists with developing policy advice to assist the Secretary and other DoD officials in appropriately considering privacy and civil liberties concerns when proposing, developing, or implementing laws, regulations, policies, procedures, or guidelines related to DoD’s missions.
  • ATSI supports periodic assessment of regulations, policies, procedures, and guidelines to ensure that privacy and civil liberties concerns are adequately considered.
  • ATSI makes recommendations to support the DoD with establishing and updating adequate procedures to receive, investigate, respond to, and redress complaints from individuals who allege DoD has violated their privacy or civil liberties.
  • ATSI develops and updates privacy and civil liberties training modules and facilitating appropriate training.
